gs:Project Class
A government project or initiative: bounded work with a start, an intended end, and something it is meant to produce. Subclass of schema:Project, which sits under schema:Organization, so funder, member and parentOrganization are inherited unchanged. Minted so a consumer can tell a schemaGov project record from any other schema:Project. Status and lifecycle phase are separate properties: status says whether work is happening, phase says where in its lifecycle it is.
