What's happening in someone's life that a service relates to. People look for services by what's going on for them - having a baby, losing a job, moving house - not by which department runs the service. That's why the EU Single Digital Gateway sorts services this way. Kept broad on purpose: the department that issues a birth certificate differs everywhere, but the fact of a birth doesn't.
