COFOG functional classification
The United Nations' Classification of the Functions of Government, first-level divisions only. It's what makes budgets comparable across countries: every country organizes its government differently, but 'how much goes to health' means the same thing everywhere. COFOG has three levels; only the ten divisions are listed here, so publishers can still use fuller codes like 07.3 or 07.3.1 as the actual value.
